Vagrant Emperor - breeds in small ponds and marshes and can tolerate brackish conditions. The male has a blue saddle as shown here whereas the females are darker in colour and the blue saddle is far less obvious appearing as a violet shade. This dragonfly erratically occurs in the UK although I photographed these at Cabanas salt pans in Portugal during October.
